In this case, for quantities imported in over the quota, the Common Customs Tariff duty shall be applied in full or with reduction depending on the product concerned, as indicated in column (c). The Community will help Morocco to implement an aid programme in the industrial sectors in order to benefit from restructuring and updating in order to meet the difficulties which may arise from the liberalization of trade and, in particular, the reduction of customs duties. As regards public undertakings and undertakings benefiting from special or exclusive rights, from the fifth year following the entry into force of this Agreement, the Association Council shall ensure that no measure is adopted or maintained which disturbs trade between the Community and Morocco in a manner contrary to the interests of the Contracting Parties.
